1996: US Saturn Turns Rx by Progression

Saturn, Planet of Government and Responsibility

In 1996 President Bill Clinton instituted the Personal Responsibility and Work Opportunity Act http://en.wikipedia.org/wiki/Personal_Responsibility_and_Work_Opportunity_Act which reformed America’s Welfare program by introducing work into its requirements.

Perhaps this may be viewed within an astrological model since in 1996, America’s natal Saturn of 1776, exalted in Libra (sign of the Scales of Justice and Balance), turned retrograde by progression in the sign of Scorpio where it remains in Rx condition today @3Scorpio+. As you know, karmic Saturn is the planet of government, laws, responsibility, accountability, sense of authority and authenticity, obligation and duty, work, maturity, status quo, conservatism, fear, loss, boundaries, and restriction.

Though other chart factors should be considered to gain a fuller picture, to have a direct natal Saturn turn Rx by progression marks a change to an inward direction for these energies as the responsibility of those who receive government largess is made to depend more fully upon themselves. Papa Saturn, or the Nanny State (as some prefer to call it) set aside some of its previous duties of full reliability by shifting burdens to the shoulders of the needy.
